2011 Redistricting

The treatment of HD144 by the 82nd Legislature and the federal 3-judge panel from the Western District of Texas leads to vastly different results. The Legislature's H283 district is solidly Republican with an Anglo majority Citizen Voting Age Population and would represent a safe seat for incumbent Ken Legler. The court's H302 district, on the other hand, contains a Hispanic majority Citizen Voting Age Population and would prove difficult for Rep. Legler to win re-election in a Presidential year, based on 2008 election returns.

This is accomplished by both entities shifting the district's geography either northward (H283) to pick up more Anglo population or southwestward (H302) to pick up more Hispanic population. Among the issues likely to be reviewed by the Supreme Court's review of the H302 map-making process is the creation of coalition districts and whether non-contested districts were dramatically and un-necessarily altered by the Western District judges. Given that the new map led to a CVAP majority Hispanic district, it seems likely to withstand being drawn out for the interim plan unless the Supreme Court goes further in their opinion on the case before them.
